How the hell should I know?! I know nothing about him/her, and according to the block sentence, I'm in a completely different area. Apparently, I'm vacating in Miami, and I'm assuming that this IP is at a local place, because I'm with company and hung out at a place with free wifi. Maybe that user went there a few times, I honestly don't know, and I don't really care.
Regardless, that doesn't excuse you from just assuming without asking first.
