The article Cameron Reilly has been speedily deleted from Wikipedia. The station does not exist, as you stated - fair call. I had just gone by the article on Premium station - however a more definative source would have probably been more appropriate!  

I have understanding that you are the Daniel Bowen from Public Transport Users Association - that's great!

Yeah, there are general guidelines for what becomes a Premium station and what doesn't, but ultimately a decision is made at a political level that may or may not use those guidelines. When Southland is finally built, they'll decide, but there is no guarantee either way. As far as further information goes, This article had some relevant links, as did this, but I'm not sure I'd consider it a high priority for more info until the govt actually makes some public announcements on the planning/funding.
