Thank you all. I concur. I posted this too early, before appellant's responses began to deteriorate. This request is now closed. I post my response below.

I'm sorry, but as you have repeatedly inadequately addressed the reasons for your block, you are now ineligible for consideration at UTRS until six months from now. This has been an open-book test. All the policies and guidelines relating to correcting the problems you encountered and created are there for the reading. Even so, I see no indication of you actually understanding what to do and what to not do. It comes across that you don't really understand the manner in which your edits were wrong, so you cannot help but repeat them. Please consider spending that time constructively and collegially editing other Wikimedia projects and other versions of Wikipedia. Please do not evade your block or use sock puppets. After at least six months of constructive, collegial editing have passed, you may again request unblocking. Please describe in greater detail how your editing was unconstructive and how you would edit constructively if unblocked. Please read Wikipedia's Guide to appealing blocks for more information.
