As the notice above says, the discussion is happening on Wikipedia:Articles for deletion/Dibya Ranjan Giri (author), not here on your talk page. Wikipedia's general notability guidelines (WP:GNG) recommend a minimum of two separate people writing something substantive pulished in a reliable source. Nobody, not even you, has found even one reliable source mentioning the subject, and definitely not anything substantive.
Actually, as I look over the article, I actually see lots of problems in it. Even if the subject were appropriate for an article, this article needs a lot of of work to make it ready for publishing. Spelling and grammar, neutral point of view, verifiable sources, inline references, links in and out, formatting -- and of course the actual content -- should be to a good standard. There's also the Conflict of Interest (WP:COI) guidelines to follow.
If you want to help Wikipedia, I would encourage you to build a solid foundation of meaningful small improvements before you try to write a whole article from scratch. There's a lot to learn, and it's easier to learn in small pieces along the way. And there is plenty of help available!
