It's a nice essay, but I disagree with your premise that "voting is neccessary for consensus to be formed". Indeed, in most cases consensus can be reached quite well through discussion and compromise, and a hastily created vote (which unfortunately we have too many of) may well not contain the best vote. For instance, people may be called to vote for A or B, but if they had been discussing it they could have reached compromise C. See m:voting is evil for an essay on the topic. I note that this premise appears to be contradicted in later paragraphs.
"You only vote when you have something to add" is basically the point I'm making in WP:DDV; I'm saying that you should discuss things in AFD et al, rather than just adding your support somewhere.
"Good articles can be deleted out-of-process by sheer weight of numbers" is something I'd like to see evidence of. One man's good reason is another man's silly argument.
Your section on not voting on policy I definitely agree with. Luckily policy votes really don't happen all that often (and when they do, people tend to start voting against the vote).
At any rate I believe DDV is on the right track, and I'd like to have your opinion on that too. Yours, (Radiant) 09:16, 14 November 2006 (UTC)
