on Animated film..

For animated film projects, when is "filming" considered to have begun? Is it with the commencement of character design and actual animation creation involving particpation of director, artists, and animators? Or is it only considered to have "begun" once the animators finish their work and voice actors begin their own contributions to the final product? One in Cape Town at WikiAfrica, at the Africa Centre; and the other for WikiAfrica Cameroon in Douala, at doual’art.
