I apologize for not having explained sooner. If the material is indeed in the public domain you can use it, but this needs to be demonstrated. The main page of the website has a copyright notice, and in any case we assume any page without an explicit notice that it is in the public domain is copyright.

The easiest way to deal with it is to indicate on each page used that it is in the public domain (or under a CC:3.0-BY free license). Then on the article drat you need to indicate exactly what material is copied from each page. Alternatively you can send the necessary form according to the unfortunately rather complicated formalities at WP:DCM.

If urge you to do one or the other, as the material is otherwise very suitable . When ready, please notify me on my talk page and I will move it to article space. It will be best to notify me as particular, so it gets reviewed by someone who understands the importance. If you need a copy of the text as submitted, just notify me on my talk page.
