Request reason:
Caught by an open proxy block but this host or IP is not an open proxy. My IP address is 102.176.65.104 . Just a newbie trying to join the Wikipedia community. logged in successfully and was trying to edit my user page then boom, I saw the message my IP is block. Please help resolve it.
