He clearly meets the General Notability Guideline for having substantial coverage in reliable independent sources such as the New York Library, also meets the artist criteria for having his work in major collections, also meets the creator criteria for having played an important role in notable works. Frankly I'm baffled how anyone could read about this subject and conclude that he isn't notable. Oh and there was a show of his work in 2016 some 80 years after he made it.
