Disputed fair use rationale for Image:ToktarAwbakirov.jpg

Please do not make new articles without the basic "significant coverage in reliable sources".
I'm quite sure "Osaka University Faculty of Medicine" would meet the requirements; however, please don't start an article if it isn't verifiable.
Please read WP:FIRST.
If you keep creating articles that do not meet requirements (WP:GNG), then the articles may be deleted and, your account might be blocked..
Please consider using the article wizard to start new articles, so that others can check if it meets the requirements.

- Hi Chzz! Thank you for stopping by. Let me clarify some points regarding this issue. First of all, I believe it's worth stating that I'm not a newbie at Wikipedia. I am a bureaucrat and admin myself at the Kazakh wiki which has around 90000 articles. Concerning the notability of the subject of my articles, Osaka University is the largest public college in Japan. What I am trying to do is to create some initial content before I open a portal to promote Osaka University at Wikipedia. I couldn't help to notice for example, that University of Michigan (a comparable in size with the Osaka University) has an article for each of its schools. Why can't I create articles for one the biggest universities in Japan then. I don't think there is any question about the notability of the subject here. Looking forward to your understanding. Make the article 'valid' - ie, meet WP:VRS - before making it live; that's all. And yes...there are lots of 'bad' articles in existence, but that won't help your 'case' - WP:OTHERCRAPEXISTS.
Don't make an article 'live' until it is ready. Make a draft; that's easy; e.g. WP:USERSPACEDRAFT.
When it has enough reliable sources to show notability, then move it to a live article.
Standards on other wikis are different, but that doesn't matter.
You cannot make a live article on enwiki unless it meets basic requirements - from the first minute you make it; otherwise, it is in danger of deletion.

editI was just flagged for edit waring on that The Real Housewives of Beverly Hills page also, along with several others, all of whom just left Puppet dude a message. But I'm not an alumna from Osaka University, so I cannot provide any insider's information (but I can translate japanese articles related to Osaka University).
