It's a bit of a moot point now since somebody already moved it sometime between you posting to my talk page and me actually seeing it, but just for future reference the process for getting a draftspace page isn't as simple as just anybody on Wikipedia being able to move the page themselves, but it's also not as complex as needing a full AFD-like discussion before it can be promoted.

Rather, if the creator (or somebody else) feels that the draft is ready, they can submit it to the Articles for Creation review queue. When an AFC reviewer looks at it, they have the option of either accepting it (which will automatically move it into mainspace as part of the process) if it's good enough, or rejecting it if it still has problems — but rejecting isn't necessarily the end of the road either, because then the original creator (or somebody else who notices the page) has the option of working on it some more to resolve the problems and then resubmitting it to the review queue again. The decision that it's good enough to accept can be made by just one person rather than needing a "consensus" discussion, but they should still be doing it through the AFC process rather than moving pages across namespaces willy-nilly. And because people are allowed to work on draftspace drafts over time, and thus may not necessarily be "done" yet, AFC reviewers should normally only concern themselves with drafts that have been formally submitted to the review queue rather than going around approving or rejecting everything in draftspace.

That said, the AFC queue is quite backlogged, so it can sometimes take weeks for a submitted draft to get reviewed. So if your interest isn't limited to that one specific article you asked me about, but instead helping to review other drafts is a thing you're interested in doing, AFC would certainly welcome your contributions if you want to join the project. Hello Bearcat, Thanks for the detailed information on AFC. Although my special interest is in articles with regard to California since I went to high school there and studied several semesters in Irvine later on, I'd be happy to help coping with the backlog. I checked my user rights. Am I right that I would formally be added to the group of the New Page Patroller? Hello, GeoTrinity. Voting in the 2018 Arbitration Committee elections is now open until 23.59 on Sunday, 3 December. All users who registered an account before Sunday, 28 October 2018, made at least 150 mainspace edits before Thursday, 1 November 2018 and are not currently blocked are eligible to vote. Users with alternate accounts may only vote once.

The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.
