Creating an article

I am probably the worst editor you could have asked... I can't write much of anything. First, does your father meet wp:notability (people)? This is important as it would be quickly removed if he does not. Otherwise, everybody would have an article on Wikipedia. Probably a billion new ones. You might want to make a list of bullet points of his accomplishments and have someone look at them to confirm notability. You can always ask at the wp:teahouse

You need to specify a source and license for the file. Otherwise, it will automatically be deleted.

Common sources are "Own work", i.e. you took the photo. If it was taken by someone else, that person owns the copyright by default (the photographer may have given/sold/released the image). If you don't own the image, using it on Wikipedia can become complicated.

Common licenses are CC Y-SA 3.0 License. Please note, any image uploaded to Wikipedia should be or will be "public domain". With the common CC Y-SA 3.0 License, a person reusing the image "promises to" and should give attribution, it is far from certain that attribution will be given.

This is my take on the situation and you should read Wikipedia's policy on copyright and licenses. See Wikipedia:Image use policy and Wikipedia:Image copyright tags.
