The IP address you are using hosts a proxy server which has been the source of unacceptable activity, including scamming, which has resulted in its being blacklisted on numerous sites. There are two reasonably likely explanations. (1) You are for some reason editing via a public proxy rather than directly. Generally speaking, such proxy editing is not allowed unless you can give a very good reason why you need to use a proxy. (2) Without your knowledge, your computer is being used as a zombie proxy. in this case you should have your computer scanned for viruses trojans and malware immediately, and have it cleaned if any are found.
