editThere is a specific exemption to the 3RR rule for obvious vandalism. See WP:3RRNO. As this is blanking of sourced content, and an administrator has already blocked someone for disruptive editing for repeatedly removing it, this is clearly obvious vandalism. editBlanking does not cover this specific case as it is the removal of libellous, unsourced material.
