Hugo Tse, you are invited to the Teahouse!

The Pierre Louis Dulong article was interesting because it provided a frank biography of the chemist. The account was neutral because it dealt with what happened in Dulong's life (from achievements to losing fingers). It appears as though the historical sources used reflect an expansive and thorough covering of the Dulong's life.

The regulation of therapeutic goods seems to be thorough in that it covers many different geographical regions. Also, there are legal references. I am not sure whether these are complete, but they appear to be focussed on the usage of therapeutic goods. This seems like a sound use of primary sources.
