I'm curious about your use of 'a few hours' used to describe the time interval between the bomb being found in Ryazan and the FSB agents being arrested. Thirty-seven hours may be a few hours in terms of someone's lifespan but as an interval between a bomb being found and an exercise being declared, it is an eternity! Not to mention, in between times, the Prime Minister (who had a few weeks earlier been in charge of the FSB) and the Interior Minister had declared it a terrorist incident. Maybe Mr Patrushev had a bout of sleeping sickness at the time.
