• The article was indeed posted to mainspace, and it began: "The DON PEACHEY BAND - Playing Polkas, Waltzes, Foxtrots, Schottishes and Big Band Music for 60 years, and counting!" That's clearly promotional. See WP:SPAM and WP:NPOV. If you are working on a draft, you should do that in your userspace, say, at User:JanineRivers/Don Peachey. Do not try to create this article again. It was unambiguously promotional, and Wikipedia should never be used for promotion or publicity, which seems to be your intent. Therefore, it will not be restored as you requested at WP:REFUND.

If you are associated with the subject in any way, then you have a conflict of interest. See WP:COI for guidance. If you have a conflict of interest, you should disclose it. Hello Janine. I have moved your draft into article space at Randy Sabien. This is a rewritten, re-referenced, and heavily truncated version of your original draft. Much of the material was a copyright infringement, pasted verbatim or very closely paraphrased from this page and several other official biographies. Even had it not been a copyright infringement, the tone was pervasively promotional and unencyclopedic.
