The reason left by Bilorv was: This submission is contrary to the purpose of Wikipedia. The comment the reviewer left was: This is still fundamentally an essay rather than a Wikipedia article (see WP:NOTESSAY and WP:NPOV). The first sentence - "The transition from foster care to adoption can be very difficult for a child and there are many challenges to take into consideration" - is already value-laden and non-neutral. This is simply not the right tone for Wikipedia - please take some time to look at some featured articles in the same field (e.g. Reactive attachment disorder) to see the style we require.
