331dot, I am looking at an email inquiry sent to Wikimedia ticket:2019052510001551 Regarding the block here.

I presume that at the time the block was placed, the article Kevin Moffitt, had not yet been converted into a redirect, so you follow the standard protocol of applying a block to username with the same name as an article name.

That the fact that the article no longer exists change the situation?

The reason I ask is that Wikipedia editors have collectively determined that in such a situation the individual should be requested to prove their identity to OTRS, but this process is more difficult than it sounds as we have a prohibition on use of primary documents. There are some alternatives, which work well in some cases but fail miserably and others, and the process is time-consuming for all parties involved.

Would you consider and unblock on the basis that the reason for the block has gone away?
