Hi Kitty ky. The licensing of each media file you see used on Wikipedia is determined by it copyright status and not every file you see on Wikipedia is licensed the same. Some files are licensed as public domain or licensed under a free licensed suitable for Wikipedia and these are often collectively referred to as "free images". Other files are licensed as non-free content because of their copyright status and these files are commonly referred to as "non-free". Non-free content use on Wikipedia is highly restricted and each use of such files must satisfy Wikipedia's non-free image use policy. One of these restrictions is WP:NFCC#9, which says that non-free content can only be used in the article namespace. For this reason and as explained in WP:DRAFTS#Preparing drafts, non-free content such as File:Commander-JC-McManus.jpg, etc. cannot be used in Draft:Commander James Cathal Boyd McManus. Perhaps you did not see the edit sums explaining why I previously removed the file; so, I'm posting this here to provide more explanation. Hi again Kitty ky. Since the aforementioned draft has been approved and is now an article, I've re-added the image since it's non-free use does appear acceptable. I've also changed the copyright license you added to {{Non-free biog pic}} since the latter seems more appropriate for this type of non-free use. There is, however, still some important cleanup which needs to done to ensure that the image is not deleted for another reason. There are 10 non-free content use criteria which need to be met before non-free use can be accepted, and the ones relevant here are WP:NFCC#1, WP:NFCC#4 and WP:NFCC#10a.

1. NFCC#1 says that Wikipedia can only accept non-free content when there is no reasonable freely licensed equivalent which can be used instead for the same encyclopedic purpose. Obviously since McManus is deceased, it's impossible for anyone to take a new photograph of him; that, however, does not automatically mean that an existing photo cannot be found which might be within the public domain or otherwise have been released under a free license. Did you thoroughly check for such a photo when looking for an image of him, or did you simply download the first one (or best one) you found and figured that would be OK? One thing about old images of miltiary personal such as this is that they often fall within the public domain if they were taken by an official government photographers as part of their official duties. For members of the US Navy, there is {{PD-USGov-Military-Navy}} which often can be used; I'm not totally sure about Australia, but you might want to ask for help at WP:MCQ. If this file can be converted to public domain, you won't have to worry about complying with Wikipedia's non-free content use policy.
2. NFCC#4 has to do with whether the image has been previously published. Some information (a link) is needed to show where the image came from so that it's copyright ownership, etc. can be verified. Personal photos which have never been published anywhere are not acceptable as non-free use. So, please provide a link to the website where you found the image, or information about whatever print publication you saw the image.
3. NFCC#10a is similar to NFCC#4 in that it deals with information about the copyright ownership of the image. Wikipedia needs as much information as possible about who took the photo and when to better assess its copyright status.

Once you figure out all of the above and if it's determined that the file needs to be treated as non-free, I suggest you cleanup the non-free use rationale accordingly per WP:NFCC#10c. The information you've provided is bordline sufficient, so it would be best to add more. You don't have to use a template for the non-free use rationale, but {{Non-free use rationale biog}} works well for this type of non-free use. Just fill in as many parameters as you can as explained on the template's page. If it turns out that the file is public domain, etc., you don't need a non-free use rationale.
