I saw your note on "General complaints" about how one becomes and administrator. You can check out Requests for adminship for more information, but the short answer is that you contribute positively to the encyclopedia for a while ("a while" seems currently to be at least 3 months), by creating good articles, fixing up existing articles, and helping with various chores, such as being a Recent changes patroller.
