98.207.64.21 is not an open proxy. I run my home's network, and while I do run a proxy, it is not a public proxy. Only family members can utilize the proxy. If running any proxy at all is not allowed, I will consider disabling it. However, the proxy is not used as an anonymizer and I don't think there is any vandalism coming from this IP.
