I think we need to tell you that we treat all countries alike: members of any national, state , or provincial parliament, now or in the past, ha are considered to meet the requirement for notability in Wikipedia. The basic principle is that the English Wikipedia is the Wikipedia written in English, but covers the entire world on equal terms , limited only by the interest and abilities of the contributors. The way to deal with the fact that most members of German state parliaments are missing, is to add them, however many.
