I'd suggest that you'd be be best off either simply recreating the page or, better, leaving a note on the talk page of the sysop who deleted it last time MBisanz who can tell you if he thinks it has been improved enough to return. Since that was a couple of years ago, be sure to refer him to both the new draft and to the last deletion at Wikipedia:Articles_for_deletion/Boubaker_polynomials_(3rd_nomination) so he doesn't have to go digging for it.
