On its own, no it isn't, but anybody arguing to maintain the status quo will always think it is, and any one agitating for change will always think it isn't. And you are trying to be getting something through that was previously rejected. So consensus will be required if this is to fly. Memdo56 (talk) 08:40, 23 August 2017 (UTC)
