While I will agree "puppy mill" is most often used in a perjorative manner, the term is still valid in a neutral sense: "puppy mill" is one of those phrases now commonly accepted in American culture to describe the horrendous, filthy - FACTUAL - conditions common to the illegitimate breeder. There is no deniying these places exist, and in great numbers, across the United States. This issue can neither be disputed nor denied. There is no "relative" to the terms horrendous or filthy when describing the conditions these animals are forced to exist (not live) in.
