You give a license or use of the image. So for example if you use {{cc-by-sa-3.0}} you still hold the copyright but give anyone permission to use the image under the conditions highlighted in that license.

If you dedicate an image to the public domain you give everyone the right to do anything they want with the image. Multichill (talk) 15:32, 7 January 2012 (UTC)
