Review of rewritten lead

Hi @CaffeinAddict and @ViperSnake151, could you guys please take a few minutes to review the rewritten lead for COVID-19 pandemic in Quebec in my sandbox? Basically what I've done is move much of the "On x day in y month z happened" material to the Timeline section and instead follow the MOS:LEAD guideline to summarize the most important points from the article. I also used the French article for some guidance. As I'm still a relatively new Wikipedian, I'd love to get some more experienced eyes on it before publishing.
