editPoD, there's an art to writing an RFC :) In the vernacular we're used to, your "desired outcome" is not actionable. I suggest something concrete-- along the lines of, once he's entered into a dispute, he is held to 1RR. Also, don't focus the RFC so much on the Guy Fawkes dispute-- you need only provide examples, and it would be better if those examples include the long-standing history across many areas rather than focus on the most recent. That is, get examples from Tony1, SlimVirgin, etc. (I'm fairly certain that I first encountered his "style" at the MOS pages, but tracking that down will be difficult.) I don't have a lot of time to track down my examples, and can barely remember where all I've encountered PBS's disruptive behaviors, but I will post links here for you as I find them. Sorry, I'm holding down the FAC fort all alone these days, even after telling the other delegates I would be swamped through June, so trying to contain the disruption at FAC, keep up with pressing real life events, stay on top of FAC, and also research PBS will be difficult-- perhaps you or someone else can follow my links. I will add to these as I find them.
