- Quick addition here: Notability is a very tricky topic, which is part of why new editors are generally encouraged to gain experience before creating articles themselves.
- When an editor believes that an article subject is not notable, they usually nominate it for deletion through a process called articles for deletion. Some editors, like Altenmann, object to that being done with newly created articles, and it is reasonable to say that editors should be given time to work on an article. However, new pages are checked for notability as part of New Page Patrol, and I'm relatively sure that this journal is not notable. I hope that this nomination does not come off as hostile. Notability is an important mechanisms to ensure that Wikipedia articles are neutral and verifiable, and getting their first article nominated at AFD is quite common for newcomers as they learn about Wikipedia. In fact, my first-ever article got deleted quite quickly. Don't let it discourage you from continuing to contribute! Personally, I'd recommend focussing on improving existing articles over creating new ones. You can read more about creating articles at WP:YFA.
