RuAF aircraft modernisation state

Thanks PraetorianD for your edits at Russian Air Force. Unfortunately I've had to roll them back. Why? Because your edits imply that ALL the Su-25s, for example, have been upgraded to the new type. We have no proof that every Su-25 has been upgraded. Can you find sources saying that all the aircraft types have been fully upgraded?
