I do not see any compelling evidence that Lilly Hisenaj is yet notable enough for an article here. Feel free to prepare a draft text in User:Premmell/sandbox and raise the matter at deletion review. I note your comment [in e-mail] "I have her permission and cooperation in writing this article and she will have final approval before publication". This suggests that you have a COI and probably should not be writing about her - read our standard message below.
