editThe contribution as it would appear in the main article, or a draft of it is not yet available but from is planned, I think that adding a section on the possible future of the area would be important. However, I would suggest being cautious to reference sources that are particularly diverse and reliable because the information deals with hypotheses about what will happen. Therefore it is important that the information added clearly walks the reader through the current facts or event that inform each of the future possibilities that will be mentioned. The current lead of the section "Central market/Tenderloin Strategy" does not exactly tell the reader that the section will be about where the are is headed to. Maybe working on a title that illustrates the goal of the section better would make the contribution stronger.

editI think that your plan is pretty clear and that the information would be relevant to the article as a whole. My suggestion would be to make sure you have a clear structure that clearly addresses each of the points you plan to elaborate. As previously mentioned, I would also suggest adding multiple sources so that the information presented can be truly representative of diverse views in the field. Lastly, I would suggest thinking about how much space should be allocated to each point (micro finance is not a silver bullet/ but micro finance is a viable option).
