I saw your article on Bernard Kerik -- it's a start but I wonder if you could refine it (wikify it) and put it in a more standard biography format (see Ross J. Connelly for a good example). It has the authority to enact binding solutions for disputes between editors, primarily related to serious behavioural issues that the community has been unable to resolve.
