Wikipedia articles are summaries of what reliable and independent sources have to say about the subject of the article. The vast majority of sources here did not discuss Neukart, were his own work, were simply announcements of a conference, or were essentially a "profile" page of him. We need comprehensive and journalistic coverage to gauge him against our inclusion criteria. Encyclopedic content needs to not make a synthesis based on what the sources say, just summarize what the sources say.
