When to propose?

When is a good time to post this proposal? It doesn't seem we're waiting on anything in the legislative space, so it depends mostly on when would be best for Wikipedia. My thinking is that it should go up as soon as we feel the text is finished, to allow the maximum time for comment and deliberation, but perhaps there are factors I'm not aware of.
