European standard There is no such European standard that I am aware of, neither with regard to the physical design of the pedestrian traffic light, nor for the sequence, type or meaning of their lights. For example, in Spain the Regulation for traffic states the following (art. 145): "The meaning of the lights of these traffic-lights is as follows: a) A non-flashing red light in the form of stationary pedestrian, indicates to pedestrians that they must not start to cross the road. b) A non-flashing green light in the form of pedestrian running indicates to pedestrians that they may start to cross the road. When this light starts flashing, it means that the time they still have to finish crossing the road is nearing completion and that it will switch to the red light.
