It was false positive, an accidental match of dynamic IP addresses.
Decline reason:
Per remarks below by the blocking admin. The coincidence of other users using the same IP would be one thing, but when they are editing witht he same voice, well that's just too many coincidences for them to actually be coincidences. Beeblebrox (talk) 20:48, 30 March 2012 (UTC)

- The block was placed after checkuser indicated that Ronald Chien had abused a large amount of dynamic IPs, making edits similar to ones that were made using this account. Most, if not all of the IPs that shared the same UA as Ronald Chien have been at one point or are currently blocked. I'll leave the decision about unblocking in the hands of other administrators.
