I uploaded an Image on Hugo Markl's page which has since been deleted and I cannot re-upload the image, why is this? The image is of his own work and he has explicitly asked for it to be placed on this wikipedia page.

Please see the deletion page. You did not provide any evidence that the image had been released under a suitable free licence, meaning that it is unusable on Wikipedia. Please see this page fro an explanation of how copyrighted materials may be donated so that Wikipedia can use them. Yunshui  15:52, 5 September 2018 (UTC)Reply

I sent a release to permissions however there has been no response. Can it be reuploaded now?
