The paracommons

The paracommons is a commons of the salvages (savings) of natural resources generated and 'freed up' (made available) by consuming (depleting) less of a natural resource. The salvages of resources freed up in this way (e.g. via increased resource efficiency combined with reduced usage) can be viewed as a common pool problem. This asks the question: 'in a given socio-technical system (e.g. an irrigated river basin) who gets the material gain of an efficiency gain?' The prefix 'para' alongside the word 'commons' denotes something near, against, resembling, alongside or in parallel.
