Voting in the 2016 Arbitration Committee elections is open from Monday, 00:00, 21 November through Sunday, 23:59, 4 December to all unblocked users who have registered an account before Wednesday, 00:00, 28 October 2016 and have made at least 150 mainspace edits before Sunday, 00:00, 1 November 2016.
The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.

Please be aware that your new Excel formula does not support the optional 1904 date system.
The DAY function helps to handle the differences between the 1900 and 1904 date systems.
So it is possible to get universal formulas for both date systems

Hallo Sigurd, sorry for chasing you, please test it again, the last one does not work in the 1904 system, some years have wrong results.
With the 1900 date system one part DATE(A1,3,27) is OK
With the 1904 date system this part has to be DATE(A1,3,26) to get always the correct result
For unification, you can use DATE(A1,3,27-DAY(0)) or DATE(A1,4,-DAY(4))

I have now corrected the formula so it works for all dates in the 1904 date system too.
