What is OER Policy?

Thanks for the start you've made on this OER Policy section. I don't know if it would be too rudimentary to include, but I find myself at a loss to say what OER policy is. This might be something to include before discussing the field.

Both of your examples are international. Is this an essential or typical attribute of OER policy? If so, this could be mentioned. If not, then paragraphs dedicated to international vs. national policies would be helpful as would distinctions between challenged to K-12 policies vs. higher ed, etc. I visited the blog page with the iNACOL OER Policy Fellow job listing (and updated the link in your citation) and see that this person will be engaged in "debates on broadband and access policy, content regulation, copyright and trademark reform, consumer privacy, open government, and more." Agree Christine. I'm largely trying to lay out a framework so that the people who keep SAYING there should be such an article - or a subsection of the main article - will take interest and move it forward... maybe it is a red herring but there is so much info available already.

I also think the OER policy fellowship with iNACOL is underway or may have ended already - in fact his emphasis was (as he explained to me in Oct 2012) on US policy only. (iNACOL has many int'l members but is primarily US-based in research focus.) (Full disclosure: I am working on a report iNACOL funds but this has no connection to OER.) OER policy need not be an international matter and we have some individuals interested in summarizing their research on a country-by-country basis. I am preparing a review of the OER article and will be suggesting that it may well be appropriate for there to be an OER Portal or OER Project instead of article. This topic seems much too complex for one article to possibly be effective. I suggest you think of an OER Policy article instead of an OER Policy subsection.
