editOne thing first. If a user has two accounts, and uses them to pretend to be two different people, that can cause trouble. If one of his accounts gets blocked for posting images incorrectly, and he uses the other account to post images, then both accounts will get blocked forever, and every new account he makes will get blocked forever, too. So, if Stupido222 and Weirdo82 are really the same person, he needs to be very careful, and should stop using Stupido222 as an account. Weirdo82 hasn't been blocked yet. If he makes one more mistake, he will be blocked for a little while. If he can't stop making mistakes, he will be blocked for a long time.
Most images on the web are copyrighted. That means that they belong to some person. Copyrighted images cannot be uploaded to Wikipedia without permission. The only images you can put in music articles without permission from the owner are album covers (which we allow one of, only in the article about the album), and videos (which we allow one picture from, only in the article about the video).
Any other image, you have to write a letter or e-mail to the owner, get permission to use the image from the owner, and then send that e-mail to Wikipedia when you upload the image.
