Sure! I declined your submission because it's not written in the correct tone that you would see in an encyclopedia. In your case, it is written in a promotional way. There is word choice such as "cutting-edge" and "innovative." While they might have an innovative program, this comes off as promotional, and unencyclopedic (as your goal is, in terms of tone, to write in a formal tone). You can check out this page on encyclopedic tone to get more information about what we're looking for in terms of tone.
Additionally, in terms of sources, we actually want to steer around primary sources (such as a universities page, if they are involved in the program). Instead, a great source would be a newspaper which wrote an article about EUt+. They are independent of the topic. You can find a great sourcing guide here. A great example of a source you picked very well was the Le Monde article.
A small suggestion would be renaming the "Contact" section to "External links," as that can appear promotional. Though there is no issue with simply providing a link to their website.
