You need to upload a file of the version of the seal you want, so that it can be linked in the article. Please see Wikipedia:Uploading images for help on how to do that. As the county seal is in the public domain under the state constitution, when you get to the questions about ownership and licensing, you should select the option that it is in the public domain for some other reason, and put {{PD-FLGov}} in the explanation box. Then you can link the file name you uploaded it under in the article. On a second point, since you state that you work for the Charlotte County administration, I advise you to read the guideline at Wikipedia:Conflict of interest. You need to be careful to comply with Wikipedia's policies, including Wikipedia:Verifiability, Wikipedia:No original research, and Wikipedia:Neutral point of view.
