E. L. R. Williamson seems to have a good deal of original research, or WP:SYNTH at best, strongly resembling your own take on the subject. Who calls his work "distinctively Canadian"? Who calls his views idiosyncratic? None of the sources or links listed (the Foreign Affairs review appears to be a single sentence, but that may be an artifact of web archiving). And the citation of a letter to the editor in claiming he was an early environmentalist is also conjecture based on WP:PRIMARY sources.
