Request reason:
I'm blocked for "citing Britannica etc."? At least that was only substantive reason I saw. So perhaps that is the "blocking administrator's concern about [my] conduct," as the guideline puts it. I should say that I often have Internet access only through VPN. I don't why, perhaps it's some glitch in my setup.
