editGreetings Tozzano. Thank you for your note. In answer to your final question, regarding contributions from other Spanish contributors, the place for other people to participate is the article talk page where I started a thread to that end.
Basically, it all boils down to whether one considers that the motto refers to what the RAE considers the Spanish language is and does (should be and do) – your view – or what the RAE does (should do) to the Spanish language – my view. As far as I'm concerned, there's no doubt whatsoever that the institution's motto must necessarily refer to the latter, in other words, the motto, in order to fulfil its mission, must sum up, and announce to the world, that body's misma razón de ser.
Second, I've never been happy with any of the versions of the motto that I have seen translated into English over the years, but as I point out in the thread, as I have been unable to come up with a better version myself, I have had to accept the consensus.
Finally, leaving to one side the issue of whether we're dealing with adjectives or verbs, I agree with you about "cast" not being quite right, but am not too sure that "exude" is any better.
