The media and most of the political spectrum have collectively and generally referred to the current legislative ideas as health care reform. [At least they agree on something, right?] However, Wikipedia should be above this fray, and "call a duck a duck". It is not "health care" itself that is being either favorably expanded (as might be said by a supporter) or being denied (as might be said by a detractor).

"Health care" itself has never been a subject of this political debate, nor has it been the primary focus of legislative proposals resulting from this political debate, from either 'side' of the 'political aisle'. What is being discussed is how the health care services will be paid for...whether by private individuals, employers, insurers, or by a government-run or -sponsored corporation, and how those sources would or might be funded -- this is the debate. Accordingly, it would be appropriate, accurate, and neutral to avoid the common-but-inappropriate descriptions of this debate in favor of words that better define the nature and subject matter of the so-called "health care debate" -- namely, how it's paid for and who does the paying for it. Adding this one word - insurance (or similar words like 'insurance and payment') - will do just that.
