I got the blocked message when I tried to edit pages from work. I work at Libbey Glass in Shreveport LA, though I suspect our 'net traffic is routed through corporate headquarters in Toledo Ohio. I figure our ISP is within a blocked range or something, due to abuse from other ISP customers. I'd really like to be able to edit Wikipedia from work, as my home 'net access is now limited to dialup, and I'm working on researching the condition I've just been diagnosed with and trying to update the relevant articles.
